has applied for financing from the World Bank towards the cost of the Gurugram Metro rail Project - Sustainable Multimodal and Resilient Transport for Haryana and intends to apply part of the proceeds toward payments under the contract for Construction of Viaduct and Elevated Stations from Sector 9 Metro Station (exclusive) to Cyber City Metro Station (inclusive) of Gurugram Metro Corridor between Millennium City Centre and Cyber City, Gurugram, India.

The Gurugram Metro Rail Limited (GMRL) now invites E-Bids from eligible Bidders for:

Name of work: Construction of Viaduct and Elevated Stations from Sector 9 Metro Station (exclusive) to Cyber City Metro Station (inclusive) of Gurugram Metro Corridor between Millennium City Centre and Cyber City, Gurugram, India.

Construction Period: 30 months .

Location: Gurugram, Haryana, India.

Bidding will be conducted online through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing Seventh Edition September 2025 " ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria:

Technical Bid and non-price factors: 50 %; and

Financial Bid: 50 %.

Interested eligible Bidders may obtain further information from General Manager/ Contracts, Gurugram Metro Rail Limited, Email: contracts@gmrl.org.in and inspect the Bidding document during office hours i.e. 0900 to 1700 hours at the address given below or download the bidding document from e-procurement system https://etenders.hry.nic.in.

The Bidding documents in English are available online on e-procurement system from 05.10.2026 to 18.11.2026. Interested eligible Bidders are required to pay a nonrefundable fee of INR 23,600/- (Rupees twenty-three thousand six hundred Only) (inclusive of 18% GST) before submission of Bids. The tender fee shall be accepted online only in the form of NEFT/RTGS/through E-Procurement System on or before 15:00 hours (IST) on 18.11.2026 and receipt and details of tender fee paid, have to be uploaded on the web-site up to 15:30 hours (IST) on 18.11.2026 . Bidders will be required to register on the website to download the Tender. Details of the bank account will be as below,

7. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC (e.g. Verasys/ Sify/ nCode/ eMudhra etc.), with their profile. It is mandatory for the bidder to register their firm with e-procurement system https://etenders.hry.nic.in

and obtain the user ID and password for participating in e-procurement in this Project. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before 15:30 Hrs. (IST) by 18.11.2026. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. The electronic procurement system would not allow any late submission of bids. The "TECHNICAL PART" of the Bids will be publicly opened online on 18.11.2026 at 16.00Hrs. (IST) in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 16:00 hours (IST)

, and this could also be viewed by the bidders online. The "FINANCIAL PART" shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.

8. All Bids must be accompanied by (i) "Bid Security"

of INR 16,62,53,000/-

(Indian Rupees Sixteen crore sixty-two lakh fifty-three thousand only) or USD 1,750,000/- (USD one Million seven hundred fifty thousand only)

and (ii) Local Labour Method Statement. The form of Bid Security and details of submission are given in Vol.1A - Instructions to Bidders of the Bidding Documents.

9. A pre-bid meeting will be held in hybrid mode on 21.10.2026 at 11.00 hours (IST) at the office of General Manager/Contracts and through video conferencing by software apps such as Webex / Microsoft Teams, to clarify issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of the requirements under this contract for discussion and clarification at the pre-bid meeting.

10. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

Tender Security Amount

Rs. 16,62,53,000/- (Indian Rupees Sixteen crore sixty-two lakh fifty-three thousand only); or

USD 1,750,000/- (USD one Million seven hundred fifty thousand only).

The Bid Security shall be in any of the following forms at the Bidder’s option:

an unconditional guarantee issued by a bank or non-bank financial institution (such as an insurance, bonding, or surety company);

Deposited online through NEFT/RTGS/IMPS in the bank account of the Employer; or

Fixed Deposit Receipt issued by a Bank.

"from a reputable source i.e. Nationalized/Scheduled Commercial Bank of an eligible country. If the unconditional guarantee is issued by a non-bank financial institution located outside the Employer’s Country, the issuing non-bank financial institution shall have a correspondent financial institution located in the Employer’s Country to make it enforceable. In the case of a bank guarantee, the Bid security shall be submitted either using the Bid Security Form included in Section IV, Bidding Forms, or in another substantially similar format approved by the Employer prior to Bid submission.

The Bid Security shall be valid for twenty-eight (28) days beyond the original validity period of the Bid, or beyond any period of extension if requested under ITB 18.2."

Cost of Bid documents

Non-Refundable Tender Fee of Rs.23,600/- (Rupees twenty-three thousand six hundred only) (inclusive of 18% GST) shall only be accepted online on or before 15:00 hours on 18.11.2026.

The tenderers are required to upload the receipt towards payment of tender cost along with the tender upto 15.00 hrs. on 18.11.2026 .

Pre-bid Meeting

The pre-bid meeting shall be conducted in hybrid mode at the office of General Manager/Contracts and through video conferencing by software apps such as Webex / Microsoft Teams, to clarify issues and to answer questions on any matter.

All Prospective bidders shall provide the details of the person(s) (Mobile No. and E-mail id) (maximum up to two) who will be participating in Pre-Bid meeting at least one day before the meeting or latest by 10:00 hrs. on to the registered official email of GMRL i.e. contracts@gmrl.org.in so that links having details such as software, meeting ID, password, etc. can be mailed to these persons at least 1(one) hour before the scheduled pre-bid meeting.
