This work presents a complete structural reduction of physical theory to a single variational functional, eliminating the need for independent sectors, empirical parameters, or external inputs. Starting from a universal quartic functional, stationary configurations are derived explicitly, followed by the construction of the Hessian operator and its spectral decomposition. A unique $\mathbb{Z}_3$ structure emerges, yielding a universal spectral triplet ${1, L, L}$ with $L = 0.25$ and a single global scale $E^\star$. All observable phenomena are shown to arise as projections of this spectral structure. Neutrino masses emerge as higher-order suppressed levels of the hierarchy, nuclear structure appears as a core–shell decomposition induced by spectral degeneracy, and deviations in structure functions follow directly from the ratio of spectral components. Gravitational-wave residual structures are likewise interpreted as transitions within the same discrete spectrum. The entire framework reduces to a deterministic sequence from a single functional object: S[Ψ]→δS=0→S→H→Spec(H)→Ω→Ψ⋆ No fitting, tuning, or external theoretical input is required at any stage. The result is a closed, rigid, and non-decomposable structure in which all physical observables are consequences of a single variational principle. This implies a structural incompatibility with multi-parameter frameworks and establishes a fully unified description of physical reality.
