Free University of Bozen-Bolzano Description The system of ethnic proportional representation in South Tyrol constitutes a key instrument of consociational democracy, regulating the allocation of public offices and resources according to the relative size of the three officially recognized linguistic groups (German, Italian, and Ladin). Against the background of the historical conflict following the annexation of South Tyrol to Italy and the subsequent policies of forced Italianization under Fascism, this contribution examines the origins, implementation, and evolution of the system, rooted in the Paris Agreement of 1946 and the Second Statute of Autonomy. Drawing on empirical data and institutional developments, the paper demonstrates how proportional mechanisms have progressively contributed to a more balanced representation of linguistic groups in public administration and to broader political stabilization. At the same time, it addresses key tensions and criticisms, including issues of individual freedom, access restrictions, minority protection, and the need for adaptation to European legal standards. Particular attention is paid to reforms concerning privacy safeguards, the flexibilization of linguistic affiliation, and the specific situation of the Ladin minority. After fifty years of implementation, the paper offers a critical assessment of the system’s achievements and limitations, highlighting emerging challenges such as labor shortages as well as demographic and socio-economic changes. Despite its inherent tensions, ethnic proportionality has proven to be a fundamental mechanism for maintaining peace and balance in a multilingual society. Abstract (German) Der ethnische Proporz in Südtirol stellt ein zentrales Instrument der sprachlichen Konkordanzdemokratie dar, das seit den 1970er-Jahren die Verteilung öffentlicher Ämter und Ressourcen entlang der Stärke der drei anerkannten Sprachgruppen (deutsch, italienisch, ladinisch) regelt. Ausgehend von den historischen Konfliktlinien nach der Annexion Südtirols durch Italien und insbesondere den Folgen der faschistischen Italianisierungspolitik, analysiert der Beitrag die Entstehung, Implementierung und Weiterentwicklung dieses Systems auf Grundlage des Pariser Vertrags von 1946 und des Zweiten Autonomiestatuts. Anhand empirischer Daten und institutioneller Entwicklungen wird gezeigt, wie der Proporz schrittweise zu einer ausgewogeneren Repräsentation der Sprachgruppen im öffentlichen Dienst beigetragen und zur politischen Stabilisierung beigetragen hat. Zugleich werden zentrale Spannungsfelder und Kritikpunkte diskutiert, darunter Fragen individueller Freiheit, Minderheitenschutz, Zugangsbeschränkungen sowie Anpassungen im Kontext europäischer Rechtsstandards. Besondere Aufmerksamkeit gilt den Reformen zur Wahrung der Privatsphäre, der Flexibilisierung der Sprachgruppenzugehörigkeit sowie der Situation der ladinischen Minderheit. Abschließend zieht der Beitrag eine Bilanz nach 50 Jahren Anwendung des Systems und beleuchtet aktuelle Herausforderungen, insbesondere den Fachkräftemangel sowie demografische und sozioökonomische Veränderungen. Der ethnische Proporz erweist sich dabei trotz bestehender Spannungen als ein wesentliches Instrument zur Sicherung von Frieden und Gleichgewicht in einer mehrsprachigen Gesellschaft.
