The material includes a detailed process description, the R code used, readme-file, and a test data set. The process description also describes why partial randomisation is used for Explore explicitly, how the process was developed, and the outcomes of using the process in Explore 2025. Background: The call Explore receives a very high volume of applications from a wide range of research fields, and many are of very high quality. In this situation, fine-grained ranking becomes hard to justify and explain, and decisions risk being driven by bias, irrelevant factors and uncontrolled chance rather than real differences in quality. Partial randomisation is used to make selection clearer, more transparent and fairer while keeping peer-review at the core of the process. The process replaces the review panel meeting with partial randomisation. For each review panel, applications are divided into three groups using an overall measure, called final quality score, built from standardised grades and reviewers’ priority values. Outstanding applications are funded directly; non-competitive applications are rejected directly; and a randomisation pool of competitive, equivalent-quality applications is selected by weighted randomisation. To support legitimacy and Formas’ mandate, the randomisation also applies quotas by legal sex in line with application pressure within each review panel.
