Existing frameworks address these forces in isolation, leaving a theoretical gap in their integrated dynamics. This paper proposes a Dual-Loop Cognitive Architecture (DLCA) in which RD and SCR operate as coupled oscillatory systems. Using two coupled ordinary differential equations, we formalize the interaction between a Drift Index D(t) and a Coherence Regulation Index C(t), characterize their equilibria and oscillatory regimes, and define operational thresholds for three interaction states: Exploration Mode, Consolidation Mode, and Micro-Fracture Mode. The architecture produces elastic stability — the capacity for cognitive expansion without coherence loss, and coherence enforcement without rigidity. We propose proxy measures for operationalization, describe emergent properties including attenuation of Narcissus Loop dynamics, and discuss implications for EU AI governance. The DLCA is positioned as a non-clinical, governance-oriented extension of the ATHOS-SHIELD corpus and the Narcissus Loop formalization.
