Relative to flat volume this gives the exact density p_beta(z) proportional to (1 - ||z||^2)^((3 beta / 2) - 4). This note studies the scale structure already present in that exact law, without invoking coarse graining. We show that there are two distinct exact thresholds. The first is the saturation value beta_sat = 2, which is the tail normalizability threshold already obtained in the thermodynamic note. The second is the shell-core crossover value beta_G = 8/3, with T_G = 3/8, at which the canonical density becomes exactly uniform relative to flat volume. For beta > beta_G, the distinguished point becomes a true quadratic well and the exact dynamics admit a local Ornstein-Uhlenbeck approximation with drift rate 3 beta - 8. Thus the exact law remains exponential in the contrast variable E, while a local Gaussian regime emerges intrinsically in fluctuation coordinates. This provides a concrete example of scale separation by dominant balance within one exact law rather than by coarse graining.
