Global Governance & Policy Alliance (GGPA), Sunyani, Bono Region, Ghana Description This document presents the GGPA Institutional Integrity and Governance Readiness Assessment (IIGRA) Pre-Diagnostic Framework a structured institutional self-assessment tool comprising 10 governance pillars, 50 diagnostic questions, and 40 or more evidence indicators, designed to help institutions understand the GGPA standard and prepare for a formal IIGRA audit. The IIGRA is defined as GGPA's flagship diagnostic instrument: a comprehensive, standards-based evaluation system producing a quantified Governance Integrity Scorecard for any public institution, civil society organisation, university, or government agency, assessed across five technical pillars Transparency and Accountability; Rule of Law and Justice; Participation and Inclusion; Effectiveness and Efficiency; and Equity and Human Rights. The Pre-Diagnostic Framework uses a three-point scoring rubric: Compliant (score 2) where evidence exists and is readily available to external reviewers; In Progress (score 1) where policy or practice exists but is incomplete or partially implemented; and Gap Identified (score 0) where no documented evidence exists or practice is non-functional. Maximum possible score is 100 (50 questions at 2 points each). The GGPA Global Partnership Readiness Threshold is 70 points or above. The 10 Governance Pillars are as follows. Pillar 01 Governance Leadership and Strategic Clarity (GGPA Compendium Vol. I, 12–45; Vol. VIII, 201–220): assesses formally adopted strategic plan with measurable KPIs; documented governance roles and reporting lines; designated governance officer; formal minutes of leadership decisions; and leadership performance assessment within 24 months; evidence indicators include current strategic plan, organisational chart, board meeting minutes, and performance assessment report. Pillar 02 Transparency and Public Accountability (Compendium Vol. IV, 310–363; Vol. VI, 218): assesses annual financial statements published within 30 days of period close; public-facing disclosure policy; live website with current governance documents; procurement contracts published within 5-business-day window; and annual external audit with publicly available reports; evidence indicators include financial statements, disclosure policy, procurement portal, and external audit reports. Pillar 03 Anti-Corruption Architecture (Compendium Vol. IV, sections 100–112; Vol. II, 180–195): assesses formal conflict of interest policy with mandatory declaration process; functional whistleblower mechanism accessible to staff and external stakeholders; anti-corruption SOPs reviewed within 3 years; sanctions framework for governance violations; and external integrity audit within 5 years; evidence indicators include conflict of interest policy and declaration register, whistleblower policy, anti-corruption SOP, and integrity audit report. Pillar 04 Financial Governance and Compliance (Compendium Vol. IV, 360–395; Vol. IX, 87–104): assesses independent internal audit function; quarterly budget-versus-actual reports reviewed by governance bodies; documented financial risk register updated annually; donor funds tracked in separate programme accounts; and no qualified audit opinions in the last 3 years; evidence indicators include internal audit reports, budget-vs-actual reports, financial risk register, and unqualified external audit certificate. Pillar 05 Human Resources and Institutional Integrity (Compendium Vol. II, 210–215; Vol. IV, 430–470): assesses formal HR policy with grievance and disciplinary procedures; gender equity policy reflected in staffing data; annual staff performance appraisals with documented outcomes; documented PSEA policy; and staff contracts compliant with Ghana Labour Act 2003 (Act 651); evidence indicators include HR policy, gender equity policy and staffing data, PSEA policy, and performance appraisal records. Pillar 06 Stakeholder Participation and Inclusion (Compendium Vol. II, 150–175; Vol. VII, 310–340): assesses documented stakeholder engagement policy; structured youth and civil society representation in governance bodies; participatory budgeting process for at least one programme; stakeholder feedback mechanisms demonstrably acted upon; and stakeholder participation chapter in annual reports; evidence indicators include engagement policy, youth/CSO representation records, participatory budgeting documentation, and stakeholder feedback reports. Pillar 07 Policy and Programme Effectiveness (Compendium Vol. IX, 70–95; Vol. VIII, 250–285): assesses all programmes designed with documented Theory of Change and results framework; baseline data collected prior to implementation; independent mid-term and end-of-programme evaluations; programme performance dashboard accessible to the Board; and lessons learned documented and applied to future design; evidence indicators include Theory of Change documents, baseline study reports, independent evaluation reports, and performance dashboard. Pillar 08 SDG, AU and Global Mandate Alignment (Compendium Vol. X, 10–80; Vol. IX, 95–110): assesses specific SDG targets referenced and tracked in the strategic plan; AU Agenda 2063 alignment matrix; annual report SDG/global mandate contribution section; data submitted to national SDG tracking mechanisms; and ECOWAS or Commonwealth governance framework commitments reflected in institutional policy; evidence indicators include strategic plan with SDG mapping, AU Agenda 2063 alignment matrix, and SDG data submission records. Pillar 09 Digital Governance and Data Management (Compendium Vol. III, 280–310; Vol. VIII, 300–330): assesses data protection policy compliant with Ghana's Data Protection Act 2012 (Act 843); institutional records digitised with documented access control protocols; cybersecurity incident response plan; operational digital services with staff training; and digital readiness assessment within 3 years; evidence indicators include data protection policy, records digitisation log, cybersecurity policy, and digital readiness assessment report. Pillar 10 External Partnerships and Global Positioning (Compendium Vol. VII, 340–370): assesses all institutional partnerships governed by signed MOU or formal agreement; annual partnership review process; contribution to at least one multilateral, AU, ECOWAS, or Commonwealth policy process; partnership deliverables tracked in annual report; and documented international engagement strategy for Years 2–3; evidence indicators include MOU register, partnership performance review reports, evidence of multilateral policy contributions, and international engagement strategy document.
