Global Governance & Policy Alliance (GGPA), Sunyani, Bono Region, Ghana Description This second issue of the GGPA Governance Intelligence Publication Series applies GGPA's five-pillar analytical framework to youth participation in Ghana's local government architecture. Across West Africa approximately 60% of the population is under 25 years of age, yet structural youth representation across district assemblies, metropolitan authorities, and national advisory institutions averages below 6% of formal decision-making positions. Ghana's Local Governance Act 2016 (Act 936) mandates youth representation at district assembly level, but no enforcement mechanism tracks compliance, no disaggregated data is published by the Local Government Service, and no national audit has assessed implementation. The Brief applies the five GGPA Technical Governance Pillars: Transparency and Accountability (no publicly available data on youth representation rates, Local Government Service publishes no disaggregated demographic data); Rule of Law and Justice (Act 936 mandates exist but are unenforced, no sanctions for non-compliant assemblies); Participation and Inclusion (Youth Advisory Councils absent or non-functional in most rural assemblies, tokenistic consultation not embedded in decision-making workflows); Effectiveness and Efficiency (youth governance programmes fragmented, underfunded, no results framework); and Equity and Human Rights (young women face compounded age and gender exclusion, no intersectional equity analysis conducted). Three GGPA Compendium benchmark findings are presented against Volumes II and VII standards. Three priority recommendations are proposed: quantified 25% youth representation targets in Act 936 with mandatory annual compliance reporting; a National Youth Advisory Council Model Bylaw developed by the National Youth Authority with GGPA technical support; and SDG 16.7 district-level tracking by the National Development Planning Commission disaggregated by age and gender. Aligned with SDG 16.7, SDG 10, SDG 4, AU Youth Charter Article 13, AU Agenda 2063 Aspiration 6, UNSCR 2250, and ECOWAS Youth Policy 2019.
