Global Governance & Policy Alliance (GGPA), Sunyani, Bono Region, Ghana Description This document is a two-part Technical Prospectus and Methodological White Paper presenting the architecture of the GGPA Governance Compendium and the step-by-step diagnostic methodology of the Institutional Integrity and Governance Risk Assessment (IIGRA) system. Part A presents the GGPA Compendium Technical Prospectus a public reference catalogue of the ten-volume, approximately 5,000-page proprietary system of governance standards, benchmarks, best practices, and compliance instruments, described as the most extensive such system created by an African civil society institution. The ten volumes are catalogued as follows: Volume I Foundations and Principles (conceptual framework and definitions; core reference for all audit engagements); Volume II Technical Pillars Deep-Dive (detailed standards reference library for each of the five GGPA governance pillars; standards extraction for IIGRA pillar scoring); Volume III Sectoral Standards (sector-specific governance benchmarks for education, health, finance, local government, and civil society; sector-tailored audit instruments and compliance checklists); Volume IV Thematic Areas (anti-corruption, transparency, accountability, procurement integrity, and public financial management protocols; procurement transparency audits and financial management compliance assessments); Volume V Assessment Tools (IIGRA diagnostic instruments, scoring matrices, interview guides, and evidence collection templates; primary field audit toolkit); Volume VI Best Practices (documented case studies and replication guides from comparable governance contexts in Africa and globally; benchmarking against peer institutions); Volume VII Policy Frameworks (model legislation, draft regulations, and policy templates aligned to AU, ECOWAS, and Commonwealth standards; Policy Innovation Lab outputs and legislative drafting support); Volume VIII Implementation Guides (change management frameworks, governance reform roadmaps, and Standard Operating Procedure templates; post-audit correction roadmaps); Volume IX M&E Indicators (Governance Index methodology, measurement frameworks, and longitudinal tracking instruments; fellowship impact assessment and programme M&E); Volume X Global Mandates Alignment (SDG, AU Agenda 2063, ECOWAS, and Commonwealth governance framework alignment tools; donor-ready project portfolio development and multilateral submissions). The Compendium is deployed through a proprietary Modular Audit Technique using a Deep-Search and OCR Engine that converts the Compendium into a dynamic searchable database with three levels of deployment from low-technology to AI semantic search. Part B presents the IIGRA Diagnostic Approach Methodological White Paper the scientific, replicable seven-step institutional governance diagnostic process. The IIGRA Five-Pillar Scoring Framework comprises: Transparency and Accountability (25% weight); Rule of Law and Justice (20%); Participation and Inclusion (20%); Effectiveness and Efficiency (20%); and Equity and Human Rights (15%). Each pillar is scored on a standardized 10-point scale and the Overall Governance Integrity Score (OGIS) is computed as the weighted average. The seven-step diagnostic methodology covers: Step  Identify Audit Scope; Step 2 Map to Technical Pillars; Step 3 Extract Relevant Standards via Deep-Search and OCR Engine; Step 4 Create Audit Checklist (40–60 checklist items per standard institutional audit); Step 5 Conduct Field Audit (standard 4-week audit including minimum 10 policy documents, 5 leadership interviews, 15 staff-level interviews, 20 procurement records, and 3 years of financial data); Step 6 Produce Gap Analysis; Step 7 Issue Findings Report in the standard GGPA format (Executive Summary 2 pages; Methodology 3 pages; Detailed Findings by Pillar 12–15 pages; Priority Action Plan 3–5 pages; Conclusion and Next Steps 2 pages; Appendices). The 10-point scoring rubric ranges from Exceptional (10) to Failure (0–1). The document also presents the 30-60-90 Day Rapid Deployment Framework covering Diagnose (Days 1–30), Engage (Days 31–60), and Demonstrate (Days 61–90) phases, targeting a minimum 10 percentage point improvement in OGIS within a single quarter. A sample blank Procurement Transparency audit checklist drawn from Compendium Volume IV with 10 compliance questions and evidence standards is included for institutional self-assessment.
