Cognitive Warfare as Cognitive Warfare
This paper considers cognitive warfare and points out that, in the end, there is no choice but to strengthen information literacy. Cognitive warfare is information input to make the opponent take actions advantageous to oneself. It is always performed to a greater or lesser extent in any relationship, can be input from all over the world, and execution is easy. Cognitive warfare becomes a problem for the opponent when information that is not appropriate for the opponent is included. In that case, it is also a high-risk operation where the opponent becomes vigilant toward the information source. In the end, the countermeasure is the strengthening of information literacy to judge whether information is appropriate or not. The strengthening of information literacy is important in many situations, not limited to cognitive warfare. Also, if a regime brings up the term cognitive warfare, it is better to be vigilant about that intention.
