The Measure of Man: Responsibility as the Criterion of Real Intelligence
This paper argues that recent advances in robotics, multimodal reasoning, and so-called physical AI intensify a classification problem rather than settle it. Systems now perceive, plan, replan, and act in the physical world with increasing competence, yet the standard by which they are called intelligent remains too weak. Performance, embodiment, and adaptive control matter, but they do not by themselves establish real intelligence in the stronger human sense. The paper proposes a different criterion: responsibility. Responsibility here does not mean vague moral goodness or a policy layer added after deployment. It means answerability to consequence, correction, cost, and shared reality. A system is real in the deeper sense only insofar as it can remain revisable under contact, bear the implications of what it affects, and participate in a consequence-bearing relation rather than merely process signals and optimize outputs. Drawing on recent developments in physical AI, robotics, and current debates about machine consciousness and robot pain, the paper argues that embodiment is not yet participation and that nociception-like avoidance or real-time control are not the same as subjective stake. It then presents Structural Intelligence as the missing framework: a logic of coherence, contact, answerability, and revision that clarifies both the achievement and the limit of present systems. The paper’s core distinction is between processing intelligence and participatory intelligence, and its central claim is that intelligence becomes real where responsibility begins.
