Thus, this kind of vehicle is vital for enabling people's movement. Furthermore, the introduction of these new transportation systems enables the enhancement of urban transit networks, leading to a decrease in environmental pollution, a major concern in Colombia. Nevertheless, their growth has prompted governments and authorities to establish regulations and control measures to reduce the occurrence of accidents involving other road users. Thus, the aim was to create rules for the usage and functioning of electric personal mobility vehicles (EMPV) in Colombia. The research approach utilized a non-experimental, descriptive design, which is essential for grasping the circumstances surrounding the phenomenon. The research group comprised 7.9 million individuals aged 18 to 70 years in Bogotá, encompassing both genders, along with 667 persons who were registered in Bogotá's transportation system. A census was carried out to identify the users and vendors, due to the population's relatively recent emergence. In this matter of ideas, three groups were chosen for the study: 384 members of the general public, 191 transit workers from Bogotá, 70 vendors, and 90 users. Data was gathered through a review of documents and the administration of a survey. The findings of the study indicate that 91% of individuals utilize these vehicles on a regular basis, whether on a daily or weekly schedule, highlighting their essential role in transportation.
