This paper fixes Kagen (可限) as an internal structural limit within Kasei-Theory. Kagen does not denote external impossibility, negation, exclusion, or failure. It is not a boundary, separation, or terminal condition. Instead, Kagen is fixed as the condition under which fixation does not hold within configuration fixed under Kasei. No causality, temporality, subject, or opposition is introduced. Kagen does not interrupt, oppose, or terminate fixation. It is fixed as the internal condition in which fixation does not hold. Non-holding is not failure, breakdown, or interruption. It is fixed without process, transition, or sequence. This paper does not construct a theory of limitation. It fixes the structural condition under which fixation does not hold without transition, derivation, or external delimitation.
