This paper argues that a structural critique developed in disability ethics generalizes beyond reproductive selection. The wrong is not forecasting as such, but projectedvalue authorization (PVA): the conditioning of basic standing on a forecast of future contribution. The paper distinguishes PVA from legitimate competence-based selection, places PVA on a configurativeness scale across institutional domains, and examines immigration, hiring, welfare eligibility, university admissions, and platform governance. It then develops a presumption-and-protect alternative grounded in disability-rights legal architecture: standing is presumed, support is calibrated, and defeasance is narrow, decision-specific, and revisable. The central claim is that institutions may forecast, but forecasts must not determine basic standing
