Democracy rests on fundamental uncertainty in which opinions, public debate, and majority decision-making, together with guarantees for minorities, are expressed. However, this space is only possible where the ground of factual truths, in the sense affirmed by Hannah Arendt, is recognized as a non-negotiable limit and where a ceiling of fundamental human rights, as the core of ius cogens, sustains the dignity that makes democratic citizenship possible. The distance between facts and public recognition, particularly visible in perceptions of discrimination and gender‑based violence, reveals the separation between factual truth and a significant part of public opinion. This article examines this fracture as a contemporary crisis within the framework of veracity that delimits the constitutive uncertainty of democracies.
