This paper presents the first system of Kasei-Theory as a non-modal readability maintainability architecture. The paper does not propose an ontology, epistemology, cosmology, or representational theory. Instead, it fixes readable configuration, constrained differentiation, non-dynamical fixation, unreadability, exposure, topology, locality, and maintainability as distributed structural positions within constrained local readability differentiation. Readability does not establish cognition. Readable configuration does not establish ontological grounding. Differentiation does not establish process. Phase does not establish temporal progression. Unreadability does not establish absence. Readable configuration does not establish universal readability or completed stabilization. The first system remains non-total and non-final without causal grounding, universal stabilization, operational closure, or final philosophical completion. No subject is presupposed. No representational equivalence is secured. This paper is part of Kasei-Theory.
