The hard problem of consciousness and the problem of time in quantum gravity are typically treated as independent puzzles. This paper proposes they share a common structure: both resist solution under the assumption that time t is fundamental. δ-theory is a research programme that investigates self-reference depth δ, a dimensionless measure of recursive self-modelling levels, as a candidate replacement for t as the primary parameter in physical and cognitive theory. The framework sits closest to neutral monism, but with something that tradition has historically lacked: a specific structural candidate for the neutral substrate, with measurable parameters and falsifiable predictions. It avoids panpsychism's combination problem by treating consciousness as a continuous parameter that accumulates with depth rather than a property that combines across components. It shares with idealism the view that mind and matter are the same underlying structure seen from different vantage points, without making mind a metaphysical first principle. The hard problem is not solved but relocated. The question shifts from why any physical process is accompanied by subjective experience to what structural feature makes a sufficiently self-referential system interior to itself. The second question admits operational handles that the first does not. The framework is situated relative to Barbour's timeless physics, Rovelli's Relational Quantum Mechanics, Whitehead's process philosophy, and Penrose-Hameroff Orch OR. Five testable predictions are specified with operational definitions and explicit falsification conditions. Eleven open problems are collected as concrete targets for future work. This is version 2.1 of the preprint (April 2026).
