Abstract This paper presents a critical examination of the CMS Collaboration study entitled *"Combined Effective Field Theory Interpretation of Higgs Boson, Electroweak Vector Boson, Top Quark, and Multijet Measurements"*, including contributions from Guido Emilio Tonelli and collaborators. The reviewed work constitutes one of the most comprehensive contemporary implementations of the Standard Model Effective Field Theory (SMEFT) program, combining Higgs, electroweak, top-quark, multijet, and precision electroweak measurements within a single global statistical framework. The present analysis does not question the quality of the experimental measurements, the sophistication of the statistical methodology, or the scale of the computational infrastructure supporting the study. Rather, it addresses a more fundamental issue: whether the SMEFT framework provides a genuine explanation of physical reality or merely an increasingly refined parametrization of deviations from the Standard Model. We argue that the formalism remains fundamentally descriptive rather than generative. The framework does not derive particles, interactions, physical constants, or dynamical laws from internal principles. Instead, it begins with an externally supplied ontology and introduces a hierarchy of effective operators whose coefficients are constrained through statistical inference. Particular attention is devoted to the infinite operator problem, the dimension-6 versus dimension-8 consistency issue, the arbitrariness of operator truncation, the non-uniqueness of operator bases, and the absence of any physical selection principle capable of identifying why one realization of parameter space should correspond to reality. The central thesis of this review is that the CMS analysis represents an outstanding achievement in statistical constraint extraction while remaining conceptually unable to explain the origin of the structures it studies. The paper demonstrates the power of modern effective-field-theory methodology as a tool for organizing experimental information, but also reveals the limitations of a research program whose primary outputs are confidence intervals on free parameters rather than derivations of physical ontology. The distinction between description and explanation, parameter estimation and physical understanding, constitutes the central theme of the present critique.
