Dialogue as Sovereignty 2.0

philosophy
This treatise argues that cognitive sovereignty today consists in transforming the use of synthetic cognition systems into genuine dialogue. Widespread AI adoption risks reducing human agency to passive acceptance, producing "silent damage"—individually plausible yet systematically distorted decisions. The work distinguishes "use" (user remains unchanged) from "dialogue" (interaction generates new questions, reconfiguring the user's cognitive framework). Key concepts include: Nous: recognizing unresolved tension. "Pre-competence": high-risk AI‑enabled action requiring strict verification. "Slow competence": habitus—embodied knowledge beyond synthetic replacement. Beyond diagnosis, the treatise proposes "cognitive justice"—ensuring meaningful AI dialogue is not a privilege of the few—and outlines institutional mechanisms for verification and accountability. The final claim: without deliberate dialogue practices, AI risks rendering human judgment increasingly redundant. Supplementary materials and annexes are available on Zenodo. records/19730991
