There is established a board to be known as the Congressional Award Board (hereinafter in this subchapter referred to as the “ Board ”), which shall be responsible for administering the Congressional Award Program described under section 802 of this title . The Board shall not be an agency or instrumentality of the United States, and the United States is not liable for any obligation or liability incurred by the Board. ( Pub.
