L. 102–90, title I, § 6(f)(1) , Aug. 14, 1991 , 105 Stat. 451 , provided that: “Except for the provisions of subsection (e)(1) [ 105 Stat. 451 ], the provisions of this section [see Tables for classification] shall take effect on the date of the enactment of this Act [ Aug. 14, 1991 ].”
