Section, act Oct. 27, 1941, ch. 459, 55 Stat. 745 , provided for the prospecting and mining of surface lands within the monument area under the supervision of the Secretary of the Interior. Statutory Notes and Related Subsidiaries Mining Rights Existing Prior to September 28, 1976 Section 3 of Pub.
