22 U.S.C. § 5857 — Waiver of certain provisions

(a) In general Funds made available for fiscal year 1993 under sections 5853 and 5854 of this title to provide assistance or otherwise carry out programs and activities with respect to the independent states of the former Soviet Union under those sections may be used notwithstanding any other provision of law, other than the provisions cited in subsection (b). (b) Exceptions Subsection (a) does not apply with respect to— (1) this subchapter; and (2) section 1341 of title 31 (commonly referred to as the “ Anti-Deficiency Act ”), the Congressional Budget and Impoundment Control Act of 1974 , the Balanced Budget and Emergency Deficit Control Act of 1985 , and the Budget Enforcement Act of 1990 .
