Editorial Notes Codification Section, Pub. L. 87–235, § 2 , Sept. 14, 1961 , 75 Stat. 508 , which directed that roll prepared pursuant to former section 961 of this title would constitute membership as of Sept. 14, 1961 , and provided for enrollment of children born after such date, was omitted from the Code as being of special and not general application.
