In this subchapter: (1) The term “ Secretary ” means the Secretary of Energy. (2) The term “ Department ” means the Department of Energy . (3) The term “ Department research and development facilities ” means all Department of Energy single-purpose and multipurpose National Laboratories and research and development facilities and programs, and any other facility or program operated by a contractor funded by the Department of Energy . (4) The term “ local educational agency ” has the meaning given that term by section 2891(12) [1] of title 20.
