Section 3789b, Pub. L. 90–351, title I, § 813 , as added Pub. L. 96–157, § 2 , Dec. 27, 1979 , 93 Stat. 1205 , provided for reimbursement authority and authorized use of grants, contracts, or cooperative agreements under chapter 63 of title 31.
