Section, Pub. L. 98–213, § 12 , Dec. 8, 1983 , 97 Stat. 1462 , provided that amendments or modifications to the constitution of American Samoa, as approved pursuant to Executive Order 10264 as in effect January 1, 1983 , could be made only by Congress .
