Introduction This Ecma Standard specifies the registration procedures for the Specifier ID register used in ECMA-398. Entries in this register are likely to be added over time. Therefore, these contents are implemented as register rather than as table in the base standard.

This Ecma Standard has been adopted by the General Assembly of June 2011.

Scope

This Standard specifies the procedure to be followed by a Registration Authority in preparing, maintaining and publishing International Register of assigned numbers and associated descriptions for entries specified in 4, for use with ECMA-398.

Terms and definitions

In addition to the terms defined herein, the terms defined in Annex H of the ISO/IEC Directives, Part 1, 2011 apply. 3.1 bit binary digit with value ZERO or ONE 3.2 string sequence of at least one and at most 50 characters encoded in ISO/IEC 8859-1 3.3 octet sequence of eight bits

International Register

4.1 Specifier ID The Specifier ID is a twenty bit value that uniquely identifies the owner of any Specifier ID as specified in Annex A.1.1 of ECMA-398. Requestors shall specify a unique string for registration.

Registration Authority

5.1 Appointment Ecma International shall be the Registration Authority for the International Register defined in 4.

5.2 Duties 5.2.1

Maintenance of International Register

The Registration Authority shall maintain the International Register specified in 4.1 due to Registration as specified in 7, withdrawal (as specified in 8) or amendment (as specified in 9) of assigned strings for allocated Specifier ID values. 5.2.2

Publication of public content of International Register

The Registration Authority shall publish the assigned values and associated strings from the International Register for public access at http://www.ecma-international.org/publications/standards/EIWC_specifier_id.htm at no cost. 5.2.3

Inform the requestor of the decision

The Registration Authority shall inform the requestor of the decision to register, reject, withdraw or amend.

Registration requests

Using the form at the International Specifier ID Register, implementers of ECMA-398 may request registration of a unique string for a value in the International Register specified in 4.1.

Registration procedure

The Registration Authority shall: a) Review registration requests as specified in 6; b)

Ascertain that registration requests are in accordance with this Standard;

c) If required, indicate to the requestor the changes needed to meet the requirements of this Standard; d) Approve or reject the registration request; e) In case of approval, allocate and add the Specifier ID value to the International Register with the assigned string; f)

Inform the requestor of the registration or rejection within 15 business days.

Withdrawal procedure

The requestor may declare withdrawal of its support for its entry in an International Register by using the form accessible from http://www.ecma-international.org/publications/standards/eiwc_id_request_form.php, if so desired accompanied with the reason.

Withdrawal shall not change the registered string and allocated value in the International Register; the Registration Authority shall mark the entry as withdrawn with the withdrawal date and inform the requestor accordingly.

Amendment procedure

The requestor may request amendment of the strings in one of its entries in an International Register by using the form accessible at http://www.ecma-international.org/publications/standards/eiwc_id_request_form.php. Only when the RA confirms the mistake or in case of name changes, the Registration Authority is permitted to correct the string in the International Register and shall inform the requestor accordingly. The Registration Authority may periodically query the requestor to validate its assigned entry and amend or withdraw it as needed.

10 Appeal procedure Appeals shall be filed using the form accessible at http://www.ecmainternational.org/publications/standards/eiwc_id_request_form.php within 20 business days of receipt of the decision from the Registration Authority. The Registration Authority shall respond to the appeal within 20 business days after receipt of the appeal.
