A previous modification notice was published on 09/08/2023 under reference OJEU 483792-2023 extending the contract until September 2027. The existing supplier's longer contract engagement (until 05/09/2030) and the additional spend have become necessary to support Uisce Éireann's Operational Technology (OT) environment which underpins public safety, regulatory compliance and operational resilience. Continued operation of the existing data centres operated by the current supplier is critical to the delivery of major national OT programmes and compliance with applicable regulatory obligations. Additionally, since the last modification, significant new regulatory requirements (including NIS-2 and the CER directive) and major national OT programmes have arisen which are critically dependent on the continued operation of the existing data centres operated by the current supplier.
Description of the economic or technical reasons preventing a change of supplier: (1) the current supplier’s infrastructure supports essential OT systems that underpin public safety, regulatory compliance and operational resilience, and replicating this environment with a new supplier would entail substantial reinvestment; (2) migration to an alternative provider at this time would necessitate extensive duplication of costs, prolonged transition periods and significant operational disruption; and (3) continuity of the current hosting environment is essential to maintaining compliance with cybersecurity and regulatory obligations.
