The Government of Mongolia has received financing from the World Bank toward the cost of the Smart Government-2 project and intends to apply part of the proceeds toward payments under the contract for the " Expansion of National Data Center and Establishment of State Big Data Infrastructure Repository
, that comprises of three lots".
The Ministry of Digital Development, Innovation, and Communications (MDDIC) now invites sealed Bids from eligible Bidders for the expansion of the National Data Center (NDC) and the establishment of a State Big Data Infrastructure Repository , and comprises of three (3) lots as follows:
Lot 1: Operationalization of the State Big Data Repository
Lot 2: Equipping of the B Room at the Disaster Responce Center
Lot 3: Establishment of Artificial Intelligence Foundational Infrastructure.
The Goods and Related Services shall be delivered to the locations specified in the Final Destination under the List of Goods and Delivery Schedule.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers", as updated, and is open to all eligible Bidders as defined in the Procurement Regulations.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100. The method of payment will be a bank transfer to the account specified below. The document will be sent by email.

The pre-bid meeting will be held both virtually and physically on 07 July 2026 at the address indicated in Para. 9 below.
Bids must be delivered to the address in Para. 9 below on or before 15:00 Hours on 28 July 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15:10 hours on 28 July 2026.
All Bids must be accompanied by a Bid Security in the following amounts for the respective lots: Lot 1: USD 2,000
(two thousand US Dollars ), Lot 2: USD 1,300
(one thousand three hundred US Dollars ), and Lot 3: USD 4,700
(four thousand seven hundred US Dollars).
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
