GENERAL PROCUREMENT NOTICE

The Republic of Albania has received financing in the total amount of EUR 9,000,000, equivalent from the International Bank for Reconstruction and Development ((IBRD) under the Investment Project Financing (IPF) component to support the implementation of the Program "Improving Equitable Access to High-Standard Public Services through the GovTech Operation." The Program t aims to enhance equitable access and improve the quality of digital public services provided to citizens and businesses in Albania under the following key components:
· Redesign and enhancement of the e-Albania government portal;
· Improvement of digital skills in early-grade education through SmartLabs;
· Digitalization and reorganization of proactive, event-based services;
· Increased accessibility and inclusion for vulnerable groups;
· Development and deployment of a new Artificial Intelligence (AI)-based e-Procurement platform;
· Modernization and expansion of the Albania Financial Management Information System (AFMIS) at both central and local levels;
· Institutional support for strengthening local government capacity through integration of services into e-Albania 2.0.
The funds under the IPF component will be applied to payments for goods, works, non-consulting services, and consulting services for
(i) Provision of technical support on selected Program result areas, including, inter alia, expert inputs to the design of technical specifications;
(ii) Capacity building and training to enable both the implementation and the uptake of the Program reforms;
(iii) Updating the change management strategy designed under the Parent Program, including carrying out activities to address the digital divide;
(iv) Implementation support and monitoring and evaluation.
Procurements under the original Loan Agreement (No. 9483-AL) will be conducted in accordance with the "World Bank Procurement Regulations for IPF Borrowers" dated July 2016, revised in November 2020, and subject to the terms of the Loan Agreement and the Project Operational Manual as approved by the Bank.
Procurements under the Additional Financing Loan Agreement (No. 9778-AL) will follow the updated version of the same regulations, dated September 2023, and will comply with the provisions of the applicable Loan Agreement and its associated Operational Manual.
Procurement under this project is open to all eligible firms and individuals as defined in the applicable Procurement Regulations.
