Dear Suppliers,

You are invited to submit your price quotation(s) for the provision of the following:

Procurement of high-performance server equipment to support the implementation of artificial intelligence technologies within the Ministry of Economy and finance of the Republic of Uzbekistan.

Information on technical specifications is attached.

2. You must quote for all the items combined under this RFQ. Price quotations will be evaluated for all the items together and contract awarded to the firm offering the lowest evaluated total cost of all the items.

3. Your price quotation in the form attached may be submitted by hand, mail, and electronically at the following address:

4. The deadline for receipt of your quotation (s) by the Purchaser at the address indicated in the paragraph 3 is

September 5, 2025, 11:00 a.m. local time .

5. Your quotation in Russian language should be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information for each item quoted, including names and addresses of firms providing service facilities in the Republic of Uzbekistan.

The bidder shall confirm:

• All equipment must be brand new, unused, and manufactured in 2024 or later. Refurbished or reconditioned equipment is not permitted.

• Availability of technical documentation - brochures, technical datasheets, user manuals, etc., or other documents containing a complete and detailed description of the proposed product; the file must be submitted in hard copy or attached in PDF format in case electronic bids allowed).

• Bidders must provide at least three (3) manufacturer-certified specialists to assist with commissioning at the project site. Supporting documents must include:

- Valid certification from the manufacturer;

- Employment or civil contract with the named specialists.

• Experience in similar projects for at least 3 years and provide copies of recommendation letters;

• Demonstrate at least one successfully completed contract in the past 12 months for the supply and installation of GPU servers, enterprise storage, or high-speed networking equipment.

• The average annual turnover of the bidder is at least than the amount equivalent to 250,000.00 (two hundred fifty thousand) US dollars for the last 3 years (2022-2024);

• Availability of a valid Manufacturer Authorization Form (MAF) or letter confirming its status as an official partner, distributor, reseller, or integrator. The letter must be issued by the original equipment manufacturer and include verifiable contact/reference information.

• The bidder must ensure warranty and service support are provided within Uzbekistan by an official service provider or the manufacturer’s authorized representative. A confirmation letter from the authorized distributor in Uzbekistan must be included in the proposal or attached in PDF format in case electronic bids allowed.

6. Your quotation(s) should be submitted as per the following instructions and in accordance with the attached Contract. The attached Terms and Conditions of Supply is an integral part of the Contract.

(i) PRICES: The prices should be quoted in US dollars or in any freely convertible currency, for a total amount under DAP (100128, Tashkent, 29 st. Istiqlol Street, Yunusabad District, Ministry of Economy and Finance of the Republic of Uzbekistan) for imported services or EXW for domestically supplied Goods (services) plus the price of delivery to the place of destination, according to INCOTERMS, 2020. The estimated price includes international transportation and insurance, shipment and delivery to the customs point of Tashkent, excluding Value added tax, customs duties[1].

(ii) EVALUATION OF QUOTATIONS: Offers determined to be substantially responsive to the technical specifications will be evaluated by comparison of the total price at final destination as per Para. 2 above.

In evaluating the quotations, the Purchaser will determine for each bid the evaluated price by adjusting the price quotation by making any correction for any arithmetical errors as follows:

(a) Where there is a discrepancy between amounts in figures and in words, the amount in words will govern;

(b) Where is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern;

(c) If a Supplier refuses to accept the correction, his quotation will be rejected.

(iii) AWARD OF PURCHASE ORDER: The award will be made to the bidder offering the lowest evaluated price and that meets the required standards of technical and financial capabilities. The successful bidder will sign a Contract as per attached form of contract and terms and conditions of supply.

(iv) VALIDITY OF THE OFFER: Your quotation(s) should be valid for a period of sixty (60) days from the deadline for receipt of quotation(s) indicated in Paragraph 4 of this Request to Quote.

8. Inspections and Audits

8.1 The Supplier shall carry out all instructions of the Purchaser which comply with the applicable laws where the destination is located.

8.2 The Supplier shall permit, and shall cause its Subcontractors and consultants to permit, the Bank and/or persons appointed by the Bank to inspect the Supplier’s offices and all accounts and records relating to the performance of the Contract and the submission of the bid, and to have such accounts and records audited by auditors appointed by the Bank if requested by the Bank. The Supplier’s and its Subcontractors and consultants’ attention is drawn to Clause 5 Fraud and Corruption of the Form of Contract, which provides, inter alia, that acts intended to materially impede the exercise of the Bank’s inspection and audit rights constitute a prohibited practice subject to contract termination (as well as to a determination of ineligibility pursuant to the Bank’s prevailing sanctions procedures).

[1] According to Article 243/23 of the Tax Code of the Republic of Uzbekistan, goods and services purchased through loans from international financial institutions and foreign government entities are exempt from value-added tax (VAT) if provided by law.

Article 6 of Law #599, dated December 30, 2019, also exempts the import of goods and the turnover from the sale of goods and services acquired by legal entities for projects in the Republic of Uzbekistan funded in whole or in part by international financial institutions and foreign government financial organizations from value added tax (VAT) and excise tax.
