Request for Expressions of Interest (REOI) for Individual
Security Operation Center Analyst [Contract Package # PMIPSD/S-09N/S-09O/S-09P]
The People’s Republic of Bangladesh has received financing from the World Bank under IDA Credit No. 7828-BD (Credit A) and Credit No. 7829-BD (Credit B) for the implementation of the "Procurement Modernization to Improve Public Service Delivery (PMIPSD)" by the Bangladesh Public Procurement Authority (BPPA) under the Strengthening Institutions for Transparency and Accountability (SITA) Project.

The key role and Responsibilities of the consultant would include, but not limited to, the following :
Monitor security tools including SIEM, IDS/IPS, WAF, Firewalls, EDR, and network devices on a 24/7 basis as per shift schedule.
Analyze and correlate logs to detect suspicious activities and security incidents.
Classify, document, and escalate incidents according to severity.
Coordinate with application, infrastructure, DC/DR, SOC/NOC vendors for incident resolution.
Conduct initial investigation, containment support, and root cause analysis (RCA).
Prepare daily, weekly, and monthly security monitoring reports.
Maintain incident registers, SOPs, and incident response playbooks.
Support vulnerability scanning, patch verification, and remediation tracking.
Ensure log retention and integrity as per government and ISO requirements.
Support internal and external audits, compliance reviews, and security assessments.
Participate in cybersecurity drills, tabletop exercises, and awareness activities.
Any other relevant task assigned by the authority.
3. Educational Qualification, IT Certifications and Experience
Bachelor’s degree in Computer Science, Information Technology or Computer Engineering, EEE.
Professional Certifications (At Least two): CEH/CompTIA Security+/CCNP/CCNA/ECSA/CC/ISO 27001 Lead Auditor/Lead Implementer, MITRE ATT&CK Fundamentals and SEC301: Introduction to Cyber Security
Palo Alto, F5, CISCO, WAF, SIEM, PAM, DLP, XDR, EDR related experience (preferred)
Strong analytical, troubleshooting, coordination, and documentation skills.
Proficiency in English and Bangla for reading, writing, and understanding technical documentation.
Experience
Minimum 4 years of experience in SOC operations, Incident handling, Network and Network Security incident handling, Security monitoring
Experience in data center operations, critical infrastructure protection, or similar enterprise environments.
Proven experience in monitoring and managing:
SIEM solutions
Firewall and WAF
IDS/IPS
Endpoint Detection & Response (EDR) V. Privileged Access Management (PAM) VI. Vulnerability assessment tools
Experience in log analysis, threat hunting, malware analysis (basic), and forensic support.
Familiarity with ISO 27001 controls, risk management, and audit compliance processes.
Proven experience in deploying, operating, and maintaining enterprise IT systems.
4. Bangladesh Public Procurement Authority (BPPA) now invites eligible Applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) Curriculum Vitae (CV), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per prescribed format.
5. The duration of the Contract will be about Forty-Two (42) Staff Months from July 2026 to December 2029. The consultant shall be initially hired for 12 months and the contract will be extended based on performance.
6. The Security Operation Center Analyst will be selected in accordance with the "World Bank Procurement Regulations for IPF Borrowers (September 2025)".
7. Expression of Interest (EoI) shall be submitted by June 25, 2026 up to 4:00 pm either in sealed envelope clearly marked "EOI for Security Operation Center Analyst or through email sent to Chief Executive Officer, BPPA. The Detailed Terms of Reference (TOR) and Format will be available upon request either through e-mail [email protected] or in person from the address provided below.
8. The BPPA reserves the right to accept or reject any or all EOI.
