The Republic of Uzbekistan has received financing from the World Bank toward the cost of the "Innovative Social Protection System for Inclusion of Vulnerable Populations" (INSON) project and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include assessment of NASP’s information systems ecosystem and infrastructure; development of an IS improvement/modernization plan and target architecture vision; analysis of required specialists and budget estimation; and preparation of a comprehensive Project ToR for implementation procurement. Estimated level of effort is approximately 6 professional staff-months. Implementation period: about 28 weeks from contract start. Expected start date: upon contract signature (tentatively March 2026).

The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Education and academic qualifications: A university degree in information technology, computer science, information systems, engineering, or a related field. Additional professional certifications in IT architecture, information security, or systems analysis are an asset.

Experience in assessing and analyzing existing IT systems: At least 7 years of progressive experience in:

• analysis of existing information systems and IT landscape;

• assessment of the architecture, data flows and functionality of IT systems;

• identifying gaps, risks and bottlenecks in the operation of IT platforms;

• preparation of recommendations for the modernization and development of IT systems.

Senior level experience (over 10 years) is an advantage.

Experience in developing target IT architecture and integration solutions: Experience in:

• development of target IT architecture;

• formation of principles of integration and compatibility (interoperability);

• working with multi-level and interdepartmental IT environments;

• defining requirements for cybersecurity, data protection and system scalability.

Experience in preparing IT technical specifications for procurement: Experience in preparation of:

• technical assignments (IT ToR / Technical Specifications) for development or system integration;

• requirements for developers and/or system integrators;

• documentation ready for use in IT services procurement procedures.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 ("the Regulations"), setting forth the World Bank’s policy on conflict of interest.
