Assignment Title:
Development of Integrated Map Production System

The Government of Indonesia has received financing in the amount of USD653 million from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP). It intends to apply part of the proceeds for consulting services, namely the Development of the Integrated Map Production System.
The terms of reference of the Development of Integrated Map Production System under the supervision of the Geospatial Information Agency, as the Project Implementation Unit, are as follows:
The objectives and target of the Development of Integrated Map Production System activity are to establish a Geospatial Computing Center (GCC) supported by high-performance computing infrastructure.
Scope of Works
The scope of work of the Development of the Integrated Map Production System is:
1) Preparation
Inventorisation of literature and reviewing of best practice on geospatial computing centers around the globe.
Implementation the analysis study of the Open Source Integrated Map Production Systems, including risk management of the Integrated Map Production System
2) Prototype Development
Updating the high-level design of Integrated Map Production System of Appendices II, III, and IV if necessary
Preparation of an Integrated Map Production System low-level design
Development of the prototype the Integrated Map Production System
Preparation of guideline documents for the technology transition implementation of the Integrated Map Production System
Provision of documentation for the implemented Integrated Map Production System
3) Implementation and scaling-up of the integrated production system
Assistance in the implementation and scaling-up of the production system prototype
Transfer of knowledge to the managers of the geospatial computing center
4) Assistance in the preparation of ISO 20000 (IT Service Management) and ISO 27001 (Information Security Management System) documentation for the integrated map production system
5) Evaluation and Reporting
Evaluation of the work implementation will be conducted through reguler evaluation meetings.
The service provider is required to attend meetings at the BIG office upon request.
The service provider will provide reports to the project owner as specified in the Provision of documentation section.
6) Maintenance and support for the Integrated Map Production System at the BIG geospatial computing center will be provided for a period of one year after the project is completed.
3. The approximate duration of the assignment is expected to be completed within 15 (fifteen) months from the date of the contract signing. However, this timeline is an estimate and may be subject to adjustments.
4. The Geospatial Information Agency now invites eligible institutions/consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum criteria are:
Have experience in Design Data Center/ Cloud Infrastructure Platform/ High Performance Technology or Design infrastructure to facilitate VDI / Cloud Storage / Cloud Computing / SaaS or Develop Data Center or implement cloud technology or Integrate System to run business process.
Have experience in design and implementing Artificial Inteligence and BigData and will be an advantage if have experience in computer vision or geospatial sector.
Have experience in developing solution using opensource technology or Integrating open source platform (Operating System, Virtualization, Database, Geospatial application, etc) and will be an advantage if have experience in geospatial sector.
Have good performance and are not included in the sanctions list or blacklist in any government agency and have never been involved in unlawful acts;
Obtained at least 2 (two) similar jobs in the last 10 (ten) years

Configure IaaS / PaaS / SaaS
Develop Data Center or implement cloud technology

5. The attention of interested Consulting Firm is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers", September 2023, and February 2025 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest.
6. The institution/consulting firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In case of an association, the Consultants must explain in the Expression of Interest (EOI) submission: (a) the rationale/justification for the proposed inclusion of the JV members and/or sub-consultants in the association; and (b) the anticipated role and relevant qualifications of each member of the JV and/or of each sub-consultant for carrying out the assignment.In the case if sub-consultancy, for the shortlisting purpose, the qualification of sub consultant will not be considered in the EOI evaluation

8. The Consulting Firm will be selected in accordance with the Consultant’s Qualification Selection (CQS) method described in the Procurement Regulations.
