GENERAL PROCUREMENT NOTICE (GPN)

NAME OF PROJECT - Strengthening Digital Governance for Service Delivery Project (SDGSDP)

Project ID No . P178162

The Government of Kosovo has received financing in the amount of USD 20 million equivalent (18.5 million EUR) from the World Bank toward the cost of the Strengthening Digital Governance for Service Delivery Project (SDGSDP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

Component 1: Digital transformation of government

Component 2: Digital transformation of public service delivery .

Component 3: Institutional strengthening, change management, and project management .

The main packages to be procured under this project are expected to include:

Goods

Implementation of the shared government DRC

Transforming the primary data center based on the developed strategic approach for cloud computing.

Advancement and upgrade of the Interoperability Platform

Implementation of NIF and use of the Interoperability Platform to connect core gov systems

Implementation of the Digital service catalogue (includes internal and external platforms)

Development and deployment of enhanced shared platforms (implementation)

Overhaul of Government network core infrastructure

Development of Kosova Registration Agency CRA platforms

Revamp and extension of e-Kosova Portal with additional services, improved design, security & performance

Implementation of data warehouse and BI solutions to support data driven decision-making

Strengthening contact center including citizen outreach IEC campaign on e-services

Pilot Integrated Service Center (ISC) in Pristina operational (turnkey contract)

Reengineered package of services clustered around selected pilot life events

Consulting Services

Development of National Interoperability Framework (NIF) and assessment of the Government Gateway

Enhancement of National Open Data Portal and government systems to generate open data

Development of Cloud Computing Transition Plan, and Disaster Recovery, Contingency, and Continuity of Government Operations Framework

Assessment of GovNet infrastructure needs

Establishment of the Innovation cell within government, crowdsourcing and private sector involvement

Support to the establishment of a DTU within OPM

Support for the establishment of Data Governance body

Support for revisions in the legal framework to enhance compliance with relevant EU regulations and other regulatory changes

Support for targeted capacity building at all levels

Support a citizen engagement strategy for the overall project (design and implementation)

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers: Goods, Works, Non

Consulting Services and Consulting Services dated July 1, 2016; ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants’ revised as of July 1, 2016 revised November 2017, August 2018, November 2020, and September 2023, and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business
