The Kingdom of Tonga has received financing from the World Bank to implement the Tonga Digital Government Support Project (P154943) and to apply part of the proceeds for consulting services for the Configuration and Integration of Tonga's National Data Centre’s Equipment.
The consulting services ("the Services") includes:
Primary Objective: To configure the newly procured data centre equipment into the National Data Centre.
Secondary Objectives: To ensure compatibility and functionality with existing equipment which is currently in operation in the National Data Centre.
It is anticipated that the selected firm will commence in June 2024.

The Prime Minister’s Office (PMO) as the implementing agency now invites eligible candidates to direct their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach updated curriculum vitae-CV with description of experience in similar assignments, similar conditions, list of 3 references with contact details. etc.).
The following minimum qualifications and experience are required and will be used to evaluate the consulting firm. The consulting firm should be qualified and experienced for carrying out this assignment. The firm should demonstrate the following:
1. At least 5 years of experience in similar services;
2. At least 2 contracts of similar assignments successfully performed within the last five (5) years; and
3. Certification in data centre equipment and integration services which include but not limited to Huawei Certified ICT Professional/Expert (HCIP/HCIE) for Data Center Facility, Cloud Computing and Storage.
4. Demonstrable knowledge, e.g., certifications and project experiences on common SAN and NAS equipment and integration services, would be required. Certification in Certified Data Centre Design Professional (CDCDP), Certified Information Systems Security Professional (CISSP), CompTIA Server+ is an advantage.
The bidder shall propose experts deemed necessary to achieve the project’s intended outcomes.
The firm must be committed to duties allocated in an effective and efficient manner. The attention of interested candidates is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017 and August 2018 ("the Regulations"), setting forth the World Bank’s policy on conflict of interest.
Civil Servants are not eligible to apply under these Regulations, unless the Civil Servant includes a letter from the Public Service Commission with an effective date of their resignation, in their submitted application.
