The Organisation of Eastern Caribbean States (OECS) Commission has received funding from the World Bank toward the cost of the Caribbean Digital Transformation Project (CARDTP) and intends to apply part of the proceeds for Consulting Services to Coordinate the Delivery of Advanced Level Digital Skills Certification and Job Coaching in the OECS.

The objective of the consulting services ("the Services") is to support the implementation of the CARDTP by coordinating advanced-level digital skills training, certification and job coaching to at least three hundred (300) beneficiaries from the project countries in the following areas:

Enhancing national and regional capacities for remote working opportunities with global firms and clients.

Strengthening capacity for digital transformation.

Complementing digital skill training activities undertaken at the national level of CARDTP member countries.

Increasing the number of individuals utilizing advanced digital skills to secure employment opportunities.

The assignment is expected to be undertaken over a period of twelve (12) months.

The OECS now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications and experience are listed in section 9 of Terms of Reference (TOR). The details of the services required are available in the TOR which is available on the official website: www.oecs.org or can be obtained at the address given below.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (‘Procurement Regulations’), setting forth the World Bank’s policy on conflict of interest.

To obtain the maximum degree of comparison among Expressions of Interests (EOIs) and facilitate the evaluation process, the EOI should be a maximum of 30 pages and include the following information included below:

Title page with name of firm submitting the EOI : should contain name of firm (or joint venture and/or a sub-consultancy, if applicable), address, email, telephone, name of contact person and date of submission.

Expression of Interest : including the firm’s general and specific experience, similar assignments, curriculum vitae of the pool of experts, etc.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants’ Qualification selection method set out in the Procurement Regulations.

Introduction and Background

The Organisation of Eastern Caribbean States (OECS) Commission and the Governments of Grenada, Dominica, Saint Lucia, and St. Vincent and the Grenadines are implementing a World-Bank-financed Caribbean Digital Transformation Project ("CARDTP"), which aims to increase access to and use of digital services, technologies and skills by governments, businesses, and individuals in the Eastern Caribbean countries.

Component 1 of CARDTP - Digital Enabling Environment seeks to develop an enabling environment for the region’s digital economy increasing competition, investment, and innovation while promoting trust and security of online transactions. A sub-component contemplates, among others, the bolstering of the legal and regulatory environment, institutions, and capacity to build trust in online transactions and strengthen the security and resilience of digital infrastructure and systems, centered on data protection and privacy.

Component 3 of CARDTP- Digital Skills and Technology Adoption, aims to better equip individuals and businesses across the region for the jobs and economy of the future. The project will adopt a regional approach, aiming to capture economies of scale in specialized digital skills development programs and to create a pool of advanced digital talent to better position the region to attract investment by digital firms.

This is to address the identified challenge that high educational outcomes in the region have not translated into the development of the skills needed in the digital era. Building digital skills and creating a stronger local and regional market for them will be critical to tackling the region’s unemployment challenges and maintaining competitiveness in the global economy of the future. Traditional education institutions are not producing enough graduates with the workforce-ready technical and "soft" skill sets in growing demand from digitally enabled industries. Women and girls are less likely to participate in STEM courses as a result of prevailing social norms, making them less prepared for the most promising digitally enabled fields of employment. Much of the top talent developed leaves the islands to pursue opportunities in the larger regional markets or globally, while those that stay do not fully utilize their skill sets. The high costs of investment in specialized digital skills are also a challenge, suggesting that a regional approach is needed to share costs and expertise to create a pool of digital talent to attract investment and support technology adoption by traditional industries.

The high educational outcomes of the OECS have not translated into a local talent pool that provides these countries with the capacity to leverage digital technologies for sustained economic growth, reduction of social challenges, and improved benefits for citizens. In this regard the Market Assessment for the demand and supply of digital skills in the OECS revealed that there is a greater need to facilitate advanced level certification to meet the skills gaps in the marketplace. Against this backdrop, CARDTP is assisting Dominica, Grenada, Saint Lucia, and St. Vincent and the Grenadines to enhance their capacity to engage more effectively in the global digital economy.

CARDTP seeks to use digital transformation to strengthen the economic viability of the participating countries in the global economy and position them to eliminate persistent gaps in social vulnerability, support the move towards quality employment outcomes as well as tackle weak institutional capacity. The project also seeks to ensure that the citizens of the participating countries can access and obtain the relevant digital skills and literacy to adopt new technologies and participate fully in the digital economy. This includes basic digital skills and competencies, which empower individuals to interact online, consume digital goods and services, and advanced and specialized digital skills; enabling the workforce to effectively utilize technologies for enhanced productivity, innovations and entrepreneurships, digital transformation of public and private sector, and economic growth.

Goal

The overall goal of this consultancy is to create a pool of advanced and specialized digital talent to better position the region to attract investments by digital firms and to enable OECS citizens to access remote working opportunities globally.

Objectives of the Consulting Services

The consultancy will support the implementation of the CARDTP by coordinating advanced-level digital skills training, certification and job coaching to at least three hundred (300) beneficiaries from the project countries in the following areas:

Enhancing national and regional capacities for remote working opportunities with global firms and clients.

Strengthening capacity for digital transformation.

Complementing digital skill training activities undertaken at the national level of CARDTP member countries.

Increasing the number of individuals utilizing advanced digital skills to secure employment opportunities.

Scope of Work

Project Implementation and Coordination

Collaborate with leaderships of national PIUs (national and regional) to provide input on the selection and placement of scholarship awardees.

Participate in periodic meetings of the CARDTP implementation team/ PIU leads as requested.

Share information on learner progress and employment outcomes as requested.

Utilize the market assessment report and digital frameworks prepared under the CARDTP project to select training topics, improve selection criteria and design the program of support for people with barriers to access and facilitate support for learners at work.

Coordination of Training, Assessment

,

and Certification

Identify learners and their training needs, develop generic workplace skills, and support learners through their transitions into work via different modes of delivery,[1][2] including the needs of females and students or other disadvantaged groups.

Develop Soft Skills, job-seeking, self-employment, and career development skills, and will facilitate workplace learning and internships wherever possible.

Undertake co creation of the programme with key experts at the national and regional levels, taking into consideration the recommendations from the assessment referred to above, as one of the guiding documents. The occupations in-demand and the priority skills taken from a recent market scan are detailed in section 12, and a reference list of industry-standard certifications is outlined in annexes 1 and 2 of this Terms of Reference. The consultancy should also provide recommendations on other relevant advanced-level certifications that would be required for online digital jobs. The CARTP Implementation Unit will engage in on-screen training provision for the technical element of the programme, and so the consultant will recommend the technical courses. The consultant will also work with the implementation unit to develop the process by which learners are enrolled on technical courses, and the process by which information on progress is shared.

Use training approaches that use workplace learning, job-embedded professional development, and internships wherever possible.

Conduct a careers conversation with prospective participants which orientates them in the job market and allows them to understand how they will use the proposed training and certification program to find work and advance their careers.

Conduct a pre-program assessment of participants to confirm their eligibility for the program, understand their current skills and experience, and identify their aspirations and learning needs before confirming the suitability of their chosen program and work with the CARDTP Implementation Unit to enroll them in it. Applicants should be selected based on the following broad criteria.

He/she must be between the ages of 18 - 35 years.

Persons who have not pursued formal academic studies after secondary school must have a minimum of 5 CSEC passes at General Proficiency with Grades I-III.

Monitor the progress of learners and submit periodic reports. Conduct post-program assessment of participants against the learning objectives of the program and employment outcomes (where the student finds work or career advancement related to the program content)

Facilitate examinations for internationally recognized professional certificates of completion to successful participants for the advanced digital skills element of their program as necessary.

Submit monthly and end-of-program reports that include individual pre and post -competency assessments, attendance, employment outcomes, feedback on the program, analyses and responses to issues, and recommendations.

Respond promptly to requests for information.

Submit an end-of-training report that includes individual pre and post -and post-competency assessments, final program and course outlines, information on work-based training, employment outcomes, mentorship program and learner’s evaluation of the training programs, analyses of issues, achievements of learners as indicated by certification and levels and recommendations and success rates with remote work opportunities. The report outline will be agreed in conjunction with the Project team.

Mentorship and Job Coaching

Design, develop, coordinate, and implement a mentorship and job coaching program for learners designed to help them maximise the value of their learning for job, self-employment, and career advancement.

Provide mentorship to learners throughout their learning, job searches, job-applications, and career development.

Provide support to learners and assist with the resolution of training-related issues.

Provide support to learners in the identification and engagement with platforms on remote work opportunities.

Support learners through the process of securing appropriate work on platforms or by other means.

Facilitate job matching and coaching resulting in the placement of at least 80% of learners to remote jobs and internships.

Submit monthly mentorship and job coaching reports outlining the time spent on delivering mentorship and coaching to prepare trainees to access remote jobs as well as documenting any success stories.

Evaluation of the performance of job coaching and mentorship experience by gathering feedback from mentees and host organization on the job coaching and placement experience.

Provide follow-up career-related support as requested by the interns. This may be in the form of mentoring or coaching or other consultative or advisory service.

Organise learning workshops to disseminate information on observations, lessons learned and recommendations on the adoption of business coaching as a tool for digital skills development in the private sector.

Deliverables, timetable, and payment schedule

The consultant will be expected to deliver the following:

An inception report must be submitted within one (1) month of the signing of the contract. This must include details on methodology, course schedule, draft program, and proposals for addressing gender issues. The inception report will confirm the skills that will be developed in the programs, including the technical and advanced skills outlined in Section 12 below and job-seeking, self-employment, and career development skills, using workplace learning and internships wherever possible. The inception report should cite labor market intelligence in support of specific certificates selected. The inception report will also propose the process by which learners are enrolled onto certificated courses, which will be managed directly by the CARDTP Implementation Unit, and for sharing information on enrolments, student progress, completion, and certification.

Coordinate the delivery of advanced-level skills training and facilitate the examination and certification of at least 300 individuals proposed by OECSC, 40% of learners enrolled in programs should be women. The consultant is expected to manage their program such that over 100% of enrolled learners complete their program and achieve their certification, and that the rate for women is no worse than the aggregate figure.

Support students through the processes of finding work and understanding how to develop their careers, achieving employment outcomes for at least 80% of enrolled learners. The rate for women should be no worse than the aggregate figure.

Submit Concise Monthly Progress Reports containing data analytics on student participation, performance, completion, certification, and employment outcomes, Monthly updates on progress will be provided at meetings of the PIUs.

The consultant will submit a final report that details course outlines, names, areas of specialization and level of certification of each graduate, work-based training, employment outcomes, student’s evaluation of course, and recommendations. The latter should include suggestions for additional training for improved work readiness. The final report must be submitted within 8 weeks following completion of the training program.

Payments will be made on acceptance of deliverables by the PIU according to the schedule in the table below. Acceptance of deliverables by the PIU will be based on quality criteria derived from these Terms of Reference.

Reporting requirements

An inception must be submitted to the regional PIU within one (1) month of the signature of the contract. The final report must be submitted within 4 weeks following completion of the training program.

Qualification and Experience:

Qualification and Experience of the Firm:

The firm should meet the following demonstrated qualification criteria including demonstrated expertise and experience:

Must be a firm or a consortium of firms with at least seven (7) years of extensive experience in the coordination of workplace delivery of training and certification in advanced digital skills, in soft skills development, and in supporting learners through job-seeking, self-employment and career development.

Must have experience in undertaking at least two (2) training and job coaching programs in advanced digital skills within the last five (5) years.

Must have an adequate complement of staff and requisite physical resources to coordinate training and mentorship for at least three hundred (300) individuals in a hybrid manner during the life of the project.

Must have experience in identifying training courses and in the selection of learners of a comparable nature in terms of scope, levels, complexity, and areas of specialization.

Must demonstrate evidence of partnership with relevant employers and capacity to secure internships or other relevant work-based experience.

Demonstrated capacity for mentorship.

Proven experience delivering training and job coaching in small island developing states as well as familiarity with the unique dynamics of the Eastern Caribbean region in its project references or team composition is a plus. The response should include descriptions of similar assignments conducted, experience in similar conditions, and availability of appropriate staff.

The Consulting Firm shall have core team members who possess a range of skills and qualifications, including the key experts identified below with the corresponding qualifications, in order to successfully undertake the assignment. As such, the Consulting Firm shall have key experts with the following:

Key Expert 1 - Team Leader/ Project Coordinator

Qualification:

Postgraduate degree in ICT, Education, Engineering, Business, Social Science, or related field.

Project Management qualifications will be an advantage.

Skills and Experience

At least five (5) years’ experience coordinating the hybrid (virtual and in-person) delivery of digital skills training programs.

Proven experience managing skills training projects.

Experience in designing and implementing selection criteria for digital learners.

Experience in managing e-learning platforms and content.

Experience working with public agencies, regional institutions, or development organizations.

Excellent verbal communication and report preparation skills.

Must have strong report writing, data analysis and data visualization skills.

Proven experience with education and training, human resource development, or related tasks.

Experience conducting assessments of learners and learning outcomes.

Experience training youth in the Caribbean will be an added advantage.

Familiarity with the TVET Certification Framework and Competency-Based Assessment and Certification process.

Key Expert 2 - Mentorship and Coaching Coordinator
