The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project ("Digital Foundations"). The Ethiopian National ID Program is one of the beneficiaries of the project and intends to apply part of the proceeds for selecting of individual consultants.

National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program. Experienced individual consultants who have experience, passionate and innovative ideas for the position of Senior NetSecDevOps Expert are invited to express their interest for the assignment.

The Senior NetSecDevOps Expert expected to play a crucial role in ensuring the security of the overall services of the National ID Program in Ethiopia. You will collaborate closely with cross-functional teams, including program officers, software engineers, designers, data analysts, and program stakeholders to deliver the required efficiency as well as accountability.

The Senior NetSecDevOps Expert will responsible for implementation and management of HSM (Hardware Security Module), Digital Signatures and to ensure security, scalability and performance bottlenecks with the rest of the teams. As a Senior NetSecDevOps Expert, He/She will play a critical role in the organization by combining your expertise in Network Security, Development Operations (DevOps), and Information Technology (IT) to ensure the security, reliability, and scalability of our systems and infrastructure. He/She will be responsible for designing, implementing, and maintaining secure and robust network environments while collaborating with development teams to integrate security best practices into the software development life cycle.

Specific responsibilities for the Senior NetSecDevOps Expert will include, but are not limited to, the following core activities:

Ensuring the confidentiality, integrity, and availability of NIDP Network Security Management by identifying vulnerabilities, investigating security incidents, and implementing security controls

DevOps Integration

Infrastructure Management

Incident Response and Disaster Recovery

Compliance and Governance:

MinT on behalf of National ID Program now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

Bachelor's with 7 years’ experience or Master's degree with 5 years’ experience in Computer Science, Information Security, or a related field.

Extensive experience in network security, infrastructure management, and DevOps practices.

Strong knowledge of datacenter, cloud computing platforms and their security features.

Proficiency in scripting and programming languages (e.g., Python, Bash, PowerShell) to automate security tasks.

Familiarity with security tools, such as IDS/IPS, SIEM, vulnerability scanners, and penetration testing frameworks.

Excellent understanding of security principles, encryption protocols, and secure communication mechanisms.

In-depth knowledge of containerization technologies (Docker, Kubernetes) and their security implications.

Experience with compliance frameworks (e.g., ISO27001, NIST) and relevant security standards.

Strong analytical and problem-solving skills to address complex security challenges.

Exceptional communication skills, both written and verbal, to effectively convey technical concepts to non-technical stakeholders.

Relevant certifications such as CISSP, CEH, Cloud Security - Specialty, or similar are a plus.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers" July 2016 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
