Background

The Government of Malawi has obtained a credit and grant from the International Development Association (IDA) to support efforts on landscape restoration and livelihoods enhancement in the shire basin through the implementation of the Malawi Watershed Services Improvement Project (MWASIP). The project designed to be implemented over a period of 6 years will target to cover the upper and middle Shire River Basin which includes part of Mangochi, Balaka, Machinga, Zomba, Ntcheu, Blantyre and Neno Districts. The Ministry of Water and Sanitation therefore intends to apply part of these proceeds from the credit and grant to recruit an Individual Consultant to take up the assignment of ICT Junior Specialist to be positioned in the Program Management Unit (PMU) for the MWASIP.

Objective of the Assignment

The ICT Junior Specialist shall assist and be answerable to the Program Coordinator (PC) for the planning, design /review implementation and management (supervision) of all infrastructure sub-projects under the Project.

Scope of Services

The ICT Junior Specialist (IJS) will assist in management and implementing ICT activities, responsible for provision of technical and end user support, write, test, customize, maintain new and existing systems, maintain security and data storage medium in a clean condition. The ICT Junior Specialist will support the PMU and the District Councils through the M & E Section on all aspects related to Information Communication Technology of the project.. The successful ICT Junior Specialist will among other duties perform the following specific duties:

Provision technical and end user support

Ensure relevant software, services and equipment are available to the project.

Respond to support requests within reasonable time.

Assist users with support queries, do the best to escalate and resolve issues in appropriate timely manner.

Maintenance of Local Area Network Systems (switches, cables, routers) and monitor network capacity and performance

Ensuring that Internet, Official Emails and updated website information is available always.

Create, remove, and maintain employee user accounts and permissions.

Monthly update of the database, backup, and restoration

Write, test, customize, maintain new and existing systems.

Write, test and document programs according to specified standards (system analysis and design, web development)

Check systems backups are running properly.

Perform full backup and data restoration.

Monitor and maintain all the server uptime, server event logs for potential problems, systems plus server reboots and general server maintenance.

Install software patches, service packs and other updates.

Installation of software upgrades and testing to optimize software performance.

Monitor available disk space on servers and projects computers to avert computer crash.

Monitor status and availability of cloud services mainly on automated systems.

Document software and hardware changes

Maintain security and organize data storage medium in a clean condition.

Check status of security software updates

Maintain firewall logs by identify and address any unusual or suspicious activity.

Investigate any suspicious activity or unexpected software behaviour which could be the result of malicious software, viruses or hacking attempts.

Manage files and folder permissions.

Enforcement of password policies.

Disaster recovery of core systems in event of IT failure (server failure or security breach) and natural disasters.

Fix user errors/mistakes like accidental file deletion and forgotten password.

Managing mobile devices, apps and email services

Create, manage and remove mailboxes by creating email addresses for new users and increasing mailbox size if required.

Mobile device management for android devices etc.

Performing any other duty as may be necessary for the effective implementation of MWASIP as assigned by Project Coordinator (PMU) through the M&E Section;

4. Reporting Requirements

The The ICT Junior specialist will be reporting directly to the TT/ICT Officer at PMU.

5. Qualifications

The Ministry of Water and Sanitation now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The candidate should meet the following minimum qualifications:

Diploma in Computing & Business Management or its equivalent obtained from a recognized Institution or Professional Body.

Minimum of five (5) years experience in Information Technology field in a reputable and highly performing public sector organization.

Experience in managing donor-funded projects will be an added advantage.

The applicant should also have a clear demonstration of practical experience and skills in all aspects of ICT related field.

He/she must have excellent communication, writing and reporting skills.

6. Duration of Assignment

The ICT Junior Specialist shall be recruited for a period of three (3) years, 6 Months but the contract shall be renewable annually subject to satisfactory performance, need and availability of funding.

7. Facilities to be provided by the Client

The following shall be provided by the client: office space, furniture, and office equipment, communication, and internet facilities. For all field related assignments, the Project shall provide transport and costs and other expenses (per Diems etc.) related to the field work.

8. Location of Employment

The ICT Junior Specialist will be based at the PMU Office in Lilongwe but would be required to travel regularly to field where the MWASIP is implementing its activities.

9. Mode of Application

The Ministry of Water and Sanitation now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers" dated November 2020 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.

Further information can be obtained at the address below during office hours from 7:30hrs to 12:00hrs and from 13:00hrs to 16:30hrs except on Weekends and Public Holidays.
