This request for expressions of interest follows the General Procurement Notice for this project that appeared in UNDB on July 17, 2023 with reference no WB OP00236889.
The Ministry of Environment, Urbanization and Climate Change has applied financing from the World Bank toward the cost of the Public and Municipal Renewable Energy Project (PUMREP) and intends to apply part of the proceeds for consulting services.
The General Directorate of Construction Affairs ("GDCA") of the Ministry of Environment Ministry of Environment, Urbanization and Climate Change (MoEUCC) serves as the main implementing agency for the Project. A project implementation unit (PIU) has been established under GDCA to manage the activities related to the Project. The overall objective of PUMREP is to increase the use of renewable energy (RE) through self-generation in public facilities. The implementation period for the project is planned as 5 years.
Table 1 indicates the tasks to be provided under the scope of the consulting services ("the Services").

Conduct investment grade energy audits of below-listed public buildings to combine solar PV investments with investments in light-emitting diode (LED) to replace inefficient lighting technologies and electrification of heating (i.e., substituting fossil-fuel boiler capacity with heat pumps to support both heating and cooling) according to the energy audit report template and prepare full detailed audit reports

Prepare detailed designs and technical specifications including BOQs and cost estimates for energy efficiency renovations in below-listed public buildings based on detailed energy audit reports, local laws/standards/regulations

Identify environmental and social risks associated with the building renovations and prepare Environmental and Social Management Plans (ESMPs) for each building site

Assist the PIU on preparation of bidding documents, clarifications, amendments, updating cost estimates, etc. until construction contract award

Carry out construction supervision and building commissioning services, ensure adherence to ESMPs, local laws/regulations and building commissioning

Supervise any remedial works to rectify defects that arise during the Defects Notification Period (DNP)
7
Conduct Measurement and Verification (M&V) over a period of 12 months, under the Supervision Contract

Under the PUMREP/WB/
MOEUCC/LCS-DES&SUP-01 contract above-mentioned tasks will be undertaken for seven (7) facilities listed below in Karaman, Samsun, Bitlis, Kayseri, Krehir and Konya.

The estimated duration for the Services listed in Table 1 is envisaged as twenty (20) months period (8 months for construction and 12 months for Defects Notification Period) in total.

The General Directorate of Construction Affairs (GDCA) now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The selection criteria for the short-listing are:
The Consultants should be in the consulting business for not less than the last 10 years prior to deadline for submission of interests
The Consultants should have at least 5 years of similar experience prior to deadline for submission of interests in the Services listed in Table 1,
The Consultants should demonstrate sound administrative and financial capacity
The Consultants should demonstrate availability of the key experts for the performance of the services described in the TOR;
Note: Key Experts will not be evaluated at the shortlisting stage.
Note: GDCA reserves sole right to request Consultant for verification of any submitted document/information in accordance with the applicable Law.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November 2020 ("Procurement Regulations") setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture should have a legal entity and shall be jointly and severally liable for the entire contract, if selected. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be evaluated. Consultants shall submit only one EOI either individually as a single consultant or as a partner in a joint venture. Consultants may associate with more than one firm or joint venture in the capacity of a sub-consultant. No firm can be a sub-consultant while submitting an EOI individually as a firm or as a partner of a joint venture. Sub-consultants’ experience will not contribute in evaluating the experience of the interested single consultant or joint venture. Sub-consultants’ qualifications and experience will only be considered in evaluating the personnel capacity of the interested single consultant or joint venture.
A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

and shall be delivered in a PDF format (directly converted from Word format not scanned from hard-copy) in a usb-drive and printed hard-copy form in a sealed envelope to the address below by hand delivery together with a cover letter (format for letter is below) including the necessary qualification documents, name, address, phone and e-mail address of the company by 15.09.2026 until 16:00 (Turkey Local Time). Applications sent by e-mail shall not be considered for evaluation. (It is recommended to arrive at least 30 minutes before the application time, since the cover letter must be entered into the document registration system.)
