Project Background

The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).

The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project.

Main objectives of the assignment

The main task to be carried out by Procurement Assistant is; assist in updating the Project Procurement Strategy for Development (PPSD), including collecting and organizing necessary information, contribute to the preparation of the procurement section of the Project Operational Manual under the guidance of the Senior Procurement Specialist, assist the Senior Procurement Specialist in drafting documents such as GPNs, SPNs, REOIs, contract award notices, and ensuring their publication through STEP and/or local media and websites, etc.

Qualification requirements:

University diploma (higher education) in engineering, law, management, finance, economics or relevant field.

General working experience of at least 3 years in a public or private sector institution with at least one year of professional experience in procurement with the World Bank and /or other international financial institutions (e.g. ADB, EIB, EBRD, AIIB).

Working knowledge of public procurement procedures in Tajikistan.

Fluency in English and Russian (both writing and speaking) languages. Knowledge of Tajik is an added advantage.

Good computer skills: Windows, Excel, Word.

Track record of integrity in handling assigned duties.

An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations").

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest.
