REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

KHYBER PAKHTUNKHWA HYDROPOWER & RENEWABLE ENERGY DEVELOPMENT (KHRE) PROGRAM

ASSIGNMENT TITLE: MANAGEMENT SUPPORT CONSULTANT (MSC)

1. Background

The Government of Khyber Pakhtunkhwa (GoKP), through the Pakhtunkhwa Energy Development Organization (PEDO), is implementing the Khyber Pakhtunkhwa Hydropower & Renewable Energy Development (KHRE) Program with financial assistance of the World Bank.

The objective of the Program is to support the development of hydropower and renewable energy resources in Khyber Pakhtunkhwa, strengthen institutional capacity, and improve the operational, commercial, and governance frameworks of PEDO.

In this regard, PEDO intends to engage a qualified Consulting Firm as a Management Support Consultant (MSC) to provide institutional strengthening, strategic advisory, implementation support, and capacity development services.

2. Scope of Services

The Consultant shall provide services including, but not limited to, the following areas:

Institutional review and organizational restructuring

Human Resource Management (HRM) framework development

Financial management, budgeting, and investment planning

Tariff, commercial, and regulatory advisory

Procurement and contract management strengthening

ERP and Project Monitoring Information System (PMIS) advisory

Legal and regulatory framework support

Capacity building, change management, and institutional reforms

The assignment is expected to be carried out over a period of at least one and half (1.5 years) at PEDO Headquarters, Peshawar, including travel to project sites and field offices, where required.

3. Request for Expressions of Interest

Pakhtunkhwa Energy Development Organization now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.

Interested firms should provide information demonstrating that they possess the required qualifications, relevant experience, and technical capability to perform the assignment.

The shortlisting criteria are:

Minimum ten (10) years of relevant experience in public-sector institutional reforms, organizational strengthening, and power sector advisory services

Successful completion of at least three (03) similar assignments during the last ten (10) years, preferably in the power and renewable energy sectors

Demonstrated experience in providing advisory, institutional strengthening, and implementation support services in areas including institutional reforms, financial management, procurement and contract management, ERP systems, legal/regulatory frameworks, and tariff/commercial matters

Prior experience in assignments funded by the World Bank or other international development partners

Demonstrated availability of qualified multidisciplinary experts relevant to the assignment

Experience in developing countries and strong knowledge of the Pakistan’s power sector regulatory environment shall be considered an advantage

Key Experts will not be evaluated at the shortlisting stage.

4. Association with Other Firms

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint-venture and/or a sub-consultancy.

In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.

5. Selection Method

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (latest edition).

Attention of interested Consultants is drawn to the World Bank Procurement Regulations for IPF Borrowers regarding conflict-of-interest provisions applicable to this assignment.

6. Submission Requirements

Interested firms shall submit the following information:

Company profile and organizational details

Relevant experience and similar assignments completed

Details of assignments of similar nature and complexity

Experience with donor-funded projects

Availability of relevant technical expertise and resources

7. Submission of Expressions of Interest

Expressions of Interest must be delivered in written form no later than 02 October 2026 at 1100 hours (Pakistan Standard Time) through courier, mail, email, or by hand to the address below.

The Assignment Title "Management Support Consultant (MSC)" shall be clearly mentioned on the submission.
