REQUEST FOR EXPRESSIONS OF INTEREST FOR

INDIVIDUAL CONSULTANT

JUNIOR PROCUREMENT EXPERT)

The Ministry of Environment, Urbanization and Climate Change has received financing from the World Bank toward the cost of the Public and Municipal Renewable Energy Efficiency Project (PUMREP) and intends to apply part of the proceeds for consulting services.

General Directorate of Construction Affairs (GDCA) of The Ministry of Environment Urbanization and Climate Change (MoEUCC) will serve as the main implementing agency for the Component 1, 3a and 4a of the project. The overall objective of the Project is to increase the use of renewable energy (RE) through self-generation in public facilities. The implementation period for the project is 5 years.

The consulting service ("the Services") includes the hiring of a full-time Junior Procurement Expert (PUMREP/WB/IND-JPE-01) to support the GDCA's Project Implementation Unit. The selected consultant is expected to be awarded with a one-year renewable contract.

The General Directorate of Construction Affairs now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers - November 2020 ("Procurement Regulations") setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations. The contract will be signed between the General Directorate of Construction Affairs of MoEUCC and the consultant.

Expressions of interest (CVs) in Turkish and English together with one-page application letter must be delivered to the address below in person or by e-mail, indicating the title and the reference code for the applied position in the subject line. The deadline for application is August 10, 2026; 5:00 p.m. (Turkey Time).
