House Resolutions Assigning Chairs and Ranking Members to Committees Summary The rules of the House of Representatives (House Rule X) establish its standing committees as permanent legislative panels. Pursuant to this legislative authority, standing committees consider bills and resolutions and recommend measures for consideration by the full chamber. The standing committee chair is the leader of the committee majority, and the ranking member represents the minority. This report lists House standing committees' chairs and ranking members from the 104 th Congress (1995-1996) to the 119 th Congress (2023-2026). These House committees include Agriculture; Appropriations; Armed Services; Budget; Education and Workforce; Energy and Commerce; Ethics; Financial Services; Foreign Affairs; Homeland Security; House Administration; Judiciary; Natural Resources; Oversight and Government Reform; Rules; Science, Space, and Technology; Small Business; Transportation and Infrastructure; Veterans' Affairs; Ways and Means; and Permanent Select Committee on Intelligence. This report also includes an appendix listing relevant House resolutions assigning chairs and ranking members to committees, and it notes committee leadership changes that occurred within a Congress. T his report lists House standing committees' chairs and ranking members from the 104 th Congress (1995-1996) to the 119 th Congress (2023-2026). The report used several sources to identify the House standing committees' chairs and ranking members. Sources include: C ommittees in the U.S. Congress, 1993-2001 , by Garrison Nelson and Charles Stewart III; Congressional Directory, 112 th -119 th Congresses (2011-2026); and Congress.gov. When changes to committee leadership positions occur within a Congress, the Member in the position at the end of the Congress appears in the table with a note explaining each occurrence. The committees' name histories were identified using the Committee Name History page located on Congress.gov. The tables are titled using the current committees' names, and any changes are noted below each table. The tables below list chairs and ranking members from the 104 th Congress through the 119 th Congress for each House standing committees. The standing committees are listed in alphabetical order.
