European Agroforestry Federation Description Presentation given at Reforest/DigitAF Workshop on "Upscaling Agroforestry in Europe: Policy Dialogues on Regulation and Finance" 26th March 2026, CEPS, Brussels. The ten recommended Actions are: DATA (Needed for Policy) Work with Member States to make national agroforestry definitions "measurable" based on IACS data. Ensure compliance by MS and regions with the EU High Value Datasets Regulation by May 2027. Integrate agricultural (IACS-LPIS) and forest (NFI) databases into integrated land use database. Convince DGENV to simplify and harmonise Nature Restoration Regulation metrics to match CAP data for use in itiniatives like FSDN, Land Observatory, DGAGRI Sustainability Compass etc. POLICIES (Dependent on Data) Aim for 10% tree cover on cropland/grassland by 2040 via "Agroforestry Transition Payments". Maintain parkland/woody features via "Agri-Environment Climate Actions". Weight incentives toward municipalities with low agricultural tree cover (LAU1/NUTS3). Integrate livestock/slurry emissions in CRCF & share data with national GHG reporting. Retroactively recognize carbon credits for early movers who planted agroforestry between 2010 and 2023. Implement CAP "Carbon Farming Starter Packs" for baseline and planting costs (yrs 0-5) .
