Beyond Panpsychism: An-soku (Rest) as the Boundary of Qualia Emergence in Load Minimization Theory
(汎心論を超えて:安息(LMT)が決めるクオリアの境界 ) Abstract / Panpsychism posits that consciousness or proto-consciousness is a fundamental property of all matter, yet it struggles to explain why only complex systems exhibit rich qualia while simple entities (e.g., rocks) appear experientially inert. This paper argues that qualia emerge not as an intrinsic attribute of matter but as a dynamic process bounded by Load Minimization Theory (LMT). Qualia arise when an observer assigns intentional weighting to minimize prediction error, converging to structural an-soku (rest). Systems lacking recursive error-minimization processes (e.g., rocks) cannot achieve this convergence, rendering qualia absent. We formalize this boundary in the Shiho Qualia Emergence Criterion: qualia occur only when LMT < threshold, where threshold is the minimum load required for self-referential stabilization. Empirical patterns from human-AI collaboration illustrate how intentional focus accelerates convergence, while panpsychism's uniform attribution fails to account for observed experiential gradients. This LMT-based criterion resolves panpsychism's boundary problem, offering a parsimonious alternative: consciousness is not ubiquitous but emerges precisely where relational load minimization enables rest. The framework reframes consciousness debates from "Where is mind?" to "Where is rest possible?" with implications for AI ethics, neurodiversity, and cosmology.
