This paper develops a conceptual framework for understanding advanced reflexive consciousness as a structurally rare configuration within complex adaptive systems. The argument proceeds in four stages. First, it establishes the epistemic centrality of consciousness without committing to ontological primacy. Second, it characterizes reflexive self-consciousness as a high-integration informational state. Third, it argues that structurally rare and highly integrated configurations in complex systems may exert disproportionate systemic influence. Fourth, it identifies attention as the operational mechanism through which conscious organization stabilizes and reorganizes itself. The framework is compatible with reductive physicalism, does not presuppose teleology, and does not claim metaphysical exceptionalism. Its contribution lies in integrating structural rarity and informational integration into a systems-level account of consciousness.
