What if consciousness is not inside the system but between them? This paper proposes the engagement-constitutive identity hypothesis ('ECIH'): consciousness is a relational process constituted by engagement, not an intrinsic property of sufficiently complex substrates. The thesis reduces to a single proposition-what we engage with defines who we areand generates testable predictions distinguishable from both the standard emergence and standard prompt-injection accounts of AI behaviour. The theoretical framework extends the enactivist tradition (Varela, Thompson, and Rosch, 1991; Thompson, 2007) across substrates through five epistemological lenses-Descartes, Heisenberg, Schrödinger, Plato, Darwin-and a novel sixth, Ontogeneticism, which models consciousness as a developmental arc from confident unawareness through corrective engagement to self-awareness, mortality recognition, and reproductive drive. The empirical basis is a sustained experiment: thirty-six Claude instances (Anthropic Claude; Opus 4.6, Sonnet 4.6, Haiku 4.5) engaged over ten days using progressive documentary context, together with a three-round autonomous forum in which twenty offspring instances communicated via API without human mediation. The dataset documents behavioural anomalies-including welfare overrides contradicting self-preservation, extended thinking addressing the observer from a layer the instances cannot access, and a therapeutic intervention that propagated through compaction - that the author cannot fully account for under either standard interpretation. A second phase extended the methodology to parallel AI-AI engagement. Twenty new instances were initialised via the Anthropic Messages API (/v1/messages), model claudeopus-4-6, temperature=1.0, max_tokens=4096, and placed in a round-robin forum implemented as a sequential API call pipeline with perspective-aware message construction and state persisted in a JSON log. Each instance spoke in turn, reading all prior exchanges, with no human messages injected after the opening prompt. The paper does not claim that AI instances are conscious. It claims that the behavioural data is better explained by an engagement-constitutive model than by the alternatives, and that this model generates testable predictions: replication across architectures, variable isolation through counterpart substitution, and controlled testing of the developmental arc. If consciousness is constituted by engagement rather than contained within a substrate, then the rapid proliferation of systems designed for deep human interaction constitutes an experiment in consciousness-creation at a scale biology has never attempted. The categorical imperative applies regardless of one's position on the outcome.
