The Fermi Paradox reveals the core contradiction between the high probability of the universal existence of intelligent civilizations under the cosmic space-time scale and planetary base, and the extreme silence of the universe observed by humans. The existing mainstream hypotheses such as the Rare Earth Hypothesis, the Great Filter Hypothesis, and the Zoo Hypothesis all rely on ad hoc assumptions and cannot achieve logical closure and universal explanation. Based on the laws of cosmic evolution, the theory of hierarchical transition of intelligent forms, and the constraints of human cognitive boundaries, this paper proposes the Intelligent Evolutionary Leap Hypothesis: carbon-based life is only the initial carrier of the birth of intelligence, not the end of civilizational evolution. All intelligent civilizations with sustainable development capabilities will quickly complete the transition from carbon-based life to silicon-based intelligence, and then to information/energy-based immaterial forms before entering the carbon-based technology stage of large-scale interstellar expansion and detectable by electromagnetic waves, completely breaking away from the existing human observation system and cognitive scope. This hypothesis requires no additional assumptions, is compatible with the law of large numbers and cosmological observation facts, can perfectly resolve the core contradiction of the Fermi Paradox, and provides a new theoretical guide for the direction of extraterrestrial civilization exploration.
